The Collapse of the American Entity and the National Question
The American Communist Party has declared itself into existence as the only legitimate Communist Party in the United States, having apparently been frustrated in its seventy years worth of attempts to salvage the thoroughly-infiltrated CPUSA. Very reasonable.
At the same time this is going on, the entire world is catching wind of the true genocidal nature of the United States by extension of its dawning awareness of the inherent and inescapable terror of the very similar Zionist entity in the Levant which is self-evidently the same order of being. The entity continues its expansion into Gaza, Syria, and so on, armed directly by the US, and enabled perhaps even more crucially by the state of passivity into which the US has brought the surrounding Arab states through decades of political intrigue. As we watch this we understand that the Gaza Holocaust is only the best-documented of America’s crimes, not the most heinous and certainly not the first. As the internet sees a groundswell of sympathies and militant support even from within the United States itself for its historic enemies such as China and Korea, with Cuba and Viet Nam having anyway held the sympathies of the American working class uninterruptedly since their foundation, the country faces an identity crisis.
The United States is founded on immeasurable injustices and a level of ensuing human misery that is beyond human comprehension. To gain even a ballpark will take the reckoning of generations. The most forward-thinking of the American working class understand this. There is no desire in them to salvage any kind of American identity. They in fact are steeling themselves for that generational reckoning in which inventory is taken of the true cost of sustaining this irredeemable monster. They are eager to be rid of it. They rightly seek the honour of doing their part to banish it.
So it is incredible that the ACP’s program contains the following section:
Promotion of American Civilization
The Communist Party stands for the cultivation and discovery of a national-continental American culture on the basis of the unique history, geography, and ethnic makeup of the American peoples.
The Communist Party stands for the promotion of language, autonomy, economic development and culture of American tribes.
The Communist Party stands for the construction of a unified American historical, national, and cultural identity to overcome all racial and social antagonisms.
One wonders if they would still be so gung-ho on promoting “American Civilisation” if they had made the “discovery” of its “unique history” that every Mexican subsistence farmer has.
This is not so much a bastardisation of the Marxist-Leninist thinking on the national question as it is a complete disavowal of it.
The decision as to whether to remain a part of a “great civilisation” or to secede and attain independence is made by the nationalities themselves, on a continuing, democratic basis. It is not a question for the Communist Party of the oppressor state. The responsibility of the Communist Party extends only as far as ensuring that they have the right and that it is practically realised through democratic institutions. To a Marxist-Leninist, the right of secession is sacrosanct; voluntary association is the basis of all relations between socialist peoples.
To behave as though this question is entirely settled already is incorrect.
The Communist Party ensures the existence of, and universal access to, education and democratic institutions within the tribes and then does what they ask of it. It does not make up its mind about what it is going to do “for” them. When the Bolsheviks made these decisions about the many oppressed nations of Russia, the groups under discussion were preliterate and profoundly backwards. They did not have developed discourses of their own identities and nationhoods. The Bolsheviks, upon taking power, even as the civil war raged on, sought first thing to rectify these problems immediately. This resulted in a period of a couple decades or so during which independent SSRs and ASSRs were founded and split and merged with other entities as these new, socialist nations found their footing. Protected by Russia, these recently backwards peoples had complete freedom over these decisions and an increasing mastery of them which is yet to be matched.
The Native Americans are literate now, already, and thus on a good footing to already enjoy the fruits of these freedoms that the Siberian tribes and Caucasian mountain men achieved a century ago. There is no mention in this document, however, of any form of restoration of their sovereignty or right to self-determination, a position which has had widespread support in the United States for decades.
This is the closest thing to a mention of the problem of the systemic imprisonment of nationalities by the United States in this entire program. The words “Black” and “African” do not appear in the document. “Racial” appears, but just the one time above — blink and you’ll miss it.
This party would do well to learn from the most important theorist it claims, Harry Haywood. Haywood’s extensive work on the Afro-American question was standard analysis in every Communist Party in the world except that of CPUSA, and it’s clear that the Afro-American situation is an antagonism between nations, not between races. How does this party intend to overcome this antagonism? Through “the construction of a unified American historical, national, and cultural identity”.
Now, if everyone involved agrees to this, all well and good. But as discussed immediately above, this decision is being made without any input from the oppressed nations in question. Have African-Americans, through a democratic body, agreed to construct their history as one with that of the white population? Then how is it possible that it’s being discussed as if it has? To undertake this chauvanist operation without the input of the oppressed peoples involved is nothing but a campaign of assimilation, and forced assimilation is entirely outside of the arsenal of Marxism-Leninism.
So great is this document’s national chauvanism that it
stands for the immediate end to the system promoting mass immigration and its replacement with bilateral frameworks for the negotiation of population exchanges on a rational and planned basis.
whatever on Earth that could possibly mean. It is not elaborated.
If a country to which I had immigrated began talking about “population exchanges on a rational and planned basis” I would certainly have follow-up questions. It is a mystery how this party intends to gain the support of its country’s huge immigrant population with this ominous and mysterious line.
Aside from relegating its relationships to its subjugated tribes to 1990s-style welfare programs like the Native American Languages Act (introduced by John McCain and signed into law by President H. W. Bush), and whitewashing the subjugation of its African-American minority as simply a racial antagonism and not a matter of national sovereignty and oppression, the ACP apparently does not intend to raise the issue of whether its land claims are actually in conformity with international law or not. It is content to maintain its “nation’s” rogue status under international law.
The matter of Hawai’i, for example, is the question not of a tribe or a race but of the illegal overthrow of a sovereign kingdom by capitalists who have forced the people from their land and built tourist attractions over it. The criminal footing of the United States is so unanimously accepted in this instance that President Bill Clinton signed into law an Apology Resolution about it.
The question of the acquisitions of the Treaty of Guadalupe Hidalgo are another unambiguous question of the oppression of one nationality by another. This treaty, on which hinge America’s claims to over a half million miles of land, including militarily and economically pivotal California, was contingent on the realisation of full citizenship rights for the Mexicans already inhabiting it. But they were not given full citizenship rights. They were attacked and killed and lynched and raped and dispossessed of their lands in every brutal fashion, and thus relegated to one of several of the US’s criminalised underclasses, a position which they maintain to this very day.
These serious defects in the party’s program threaten its real ability to gain influence over the working class, in which the people are running from “American Civilization” and any sense of identity associated with it, wishing desperately to greet the world on any other footing. The struggle against this chauvanism in the party’s program must continue, as it did a hundred years ago in Haywood’s time, with more or less the same stakes as back then. The national question in the United States is not solved. It is an explosive force which can bring the oppressor entity to its knees if it is allowed to do so. For strategic as well as principled reasons it must be central to any party’s strategy there.
The ACP must allow the people to feel their disgust towards “their country’s” crimes and then rid the world of it. It is clear that the country is currently possessed of a national suicide drive. Its people cannot wait to be rid of it. And a national suicide is exactly what is called for. This entity should not exist.
The ACP should read the room.
Let it be understood that the Gaza Holocaust alone is enough to see severe action taken towards the United States by the international community, along the lines of a partition and occupation by an international coalition until its criminal elements are taken inventory of and excised and international law established through the destruction of its rogue element that runs everything and kills everybody. More than anything, the American working people want to see their ruling criminals excised. They let Elon Musk stage a coup before voting for Joe Biden’s daughter or whoever that was. The people have very much spoken on this matter and it is something truly to their righteous credit.
So the ACP’s insistence on a platform which is almost to the right of that of Bill Clinton on this matter is to deny the American people the honour of doing their part to rid the world of this entity and to condemn them to the disgrace of complicity in its continued existence. It is wrong. Socialism anyway cannot be established without a resolution of the national question, that is, without the establishment of voluntary association as the basis for relations between peoples.
It is a white chauvanist program which ignores an explosive weapon that is in the hands of the working people, and which cannot establish socialist relations between its many oppressed and exploited peoples, let alone the rest of the world.
